Not exactly.
Panting is what is done when you are exhausted, perhaps after running or sex, but in general it is done after a physical exercise. Shortness of breath can be attributed to the same thing, but has a different meaning.
When you pant, you breathe heavily, when you have shortness of breath you are unable to breathe well, but you try, also in a trying or "heavy" manner. For example if you come close to drowning, you would have shortness of breath, but you would also be panting. Shortness of breath, because yor lungs would be filled with water and you would pant from the physical exercise of trying to save yourself.

"Shortness of breath" is having difficulty breathing.
"Panting" is breathing rapidly and deeply .. usually after exercise.

No. Not exactly!
A person could find themselves 'short of breath' and therefore 'panting' [ pulling in air, gasping] after, say, running a race or any other burst of hard physical activity. However, someone could suffer from 'shortness of breath' because of an illness - "he suffers from shortness of breath because of his heart condition / asthma / bronchitis / emphysema etc etc etc" but you can NOT substitute "panting" in that sentence.
so you can say
" I was so short of breath after running to the top of the hill that I was panting like a dog!"
but NOT "he suffers from panting"
but you can say "his illness/ his shortness of breath sometimes has him panting for air, and he needs oxygen"
perhaps the easiest way to look at it, is that "shortness of breath" is a state, or condition, that someone is in; and "panting" is what you do, physically, to get the air into your lungs.
